DHET applauds CUT for significant advances in University Capacity Development

The Department of Higher Education and Training (DHET) visited the Central University of Technology, Free State (CUT) on 20 November 2025 to review the implementation of the University Capacity Development Programme (UCDP). Led by Ms Mandisa Cakwe, Director for University Capacity Development, and Mr Calvin Pennells, Assistant Director, the visit focused on assessing CUT’s progress in delivering its 2024 UCDP plan and its preparedness for the 2025 cycle.
During the engagement, DHET officials met with CUT leadership and programme managers responsible for the strategic and financial execution of UCDP projects. The review covered key initiatives under the Staffing South Africa’s Universities Framework, as well as other collaborative programmes including NESP, nGAP, USDP, FPP, HELMP, EDHE, NUTA and Unfurling. The delegation also held a closed session with UCDP grant recipients to gain direct insights into their experiences and the programme’s impact.
Vice-Chancellor and Principal, Prof. Pamela Dube, warmly welcomed the delegation and expressed pride in the university’s achievements under the programme. She noted that significant progress had been made across CUT’s key projects and highlighted that the most rewarding aspect of this work was seeing its positive impact across the institution. “CUT is committed to continuous improvement and remains dedicated to fulfilling its role in strengthening the higher education environment,” she said.
Ms Mandisa Cakwe shared positive feedback on CUT’s progress, noting the strong advancements made, particularly since 2024. While acknowledging that the journey has not been without challenges, she commended the university for surpassing expectations and consistently strengthening its performance.
The visit reaffirmed the essential role of the UCDP in developing academic talent, enhancing teaching and learning, strengthening institutional leadership, and supporting professional growth across the higher education sector. CUT’s ongoing commitment to effective implementation and alignment with national priorities demonstrates its dedication to contributing to a stronger, more capable and innovative higher education system. Through sustained collaboration with the Department and a focus on continuous improvement, the university is well-positioned to deepen its impact and contribute meaningfully to the transformation of higher education in South Africa.
