The Governance, Risk, and Compliance (GRC) section is committed to leveraging high-quality information as the foundation for delivering actionable intelligence that drives critical insight. By transforming data into meaningful knowledge, the GRC section empowers the university to make informed decisions that result in impactful actions. This approach ensures that governance structures, risk management processes, and compliance frameworks are not only aligned with best practices but also actively contribute to the institution’s strategic goals. Through this cycle of information, intelligence, insight, and action, the GRC section plays a pivotal role in fostering resilience, accountability, and excellence across the university.
The GRC Section at CUT plays a vital role in advancing the University’s objectives by providing critical support across multiple domains. Its core mandate is to provide assurance and advise on GRC matters, with its units contributing to institutional success through key functions such as risk management, compliance risk management, business continuity management, insurance, ethics, investigations, strategic project oversight, and health, safety, environment, and sustainability initiatives.
Risk Management Unit
The Risk Management Unit plays a crucial role in supporting the university's strategic objectives by facilitating the implementation of effective risk management practices. The unit is committed to enhancing the risk maturity level of the institution with the support of CUT leadership and community. The Risk Management Unit is responsible for developing and implementing risk management strategies, frameworks, and processes to identify, assess, mitigate, and monitor risks across the university. By fostering a proactive and systematic approach to risk management, the unit aims to protect the university's assets, reputation, and strategic objectives.
Risk management is everyone’s responsibility; therefore, the successful implementation of risk management programme relies on the contribution of CUT stakeholders. The risk management unit is working closely with other assurance providers to enable an effective control environment and support the integrity of information used for decision-making.
Compliance Management Unit
The compliance management unit aims to enhance the compliance maturity level of the university and provide guidance for the management of compliance risk in a manner that is consistent with the enterprise risk management guiding documents. The unit promotes compliance with applicable laws and adopted, non-binding rules, codes and standards, as well as assists in the fostering of a compliance culture within the university. This includes the promotion of a culture that engenders an awareness and recognition of the value of compliance risk management, monitoring and reporting as part of daily business activities.
The compliance unit continues to improve on its advisory role with intense focus on compliance monitoring and closer cooperation with business units within the university.
Business Continuity Management Unit
The Business Continuity Management (BCM) unit plays a critical role in supporting the institution's governance structures by ensuring institutional resilience and the ability to continue critical operations in the face of potential disruptions. Through the systematic identification, assessment, and mitigation of risks, the BCM unit strengthens the institution’s capacity to adapt to an ever-changing operational and regulatory environment. The BCM function collaborates closely with internal and external stakeholders to develop, test, and maintain comprehensive continuity plans. It provides assurance and advisory services to governance structures, supporting them in fulfilling their oversight responsibilities for continuity and resilience planning. By fulfilling its mandate, the unit ensures that the institution can adapt to, recover from, and thrive despite disruptions, thereby safeguarding its long-term sustainability.
Ethics Unit
The Ethics Management unit is integral to fostering an ethical culture and supporting the institution’s governance structures. This function ensures that ethical principles and values are embedded in the university’s operations, decision-making processes, and overall governance. By promoting integrity, transparency, and accountability, it strengthens trust with stakeholders and upholds the institution's reputation. Additionally, the unit conducts assessments to identify and address ethical risks, ensuring proactive risk mitigation.
By fostering collaboration across divisions, departments, and units, it supports informed decision-making and promotes ethical accountability throughout the institution. By fulfilling its mandate, the Ethics Management function enhances the university's ability to operate with integrity and maintain a positive organisational culture, even in a dynamic and challenging higher education environment.Investigations and Fraud Risk Management Unit
The Investigations and Fraud Risk Management unit conducts independent investigations into reported allegations, ensuring fairness and confidentiality throughout the process. By fulfilling its mandate, the unit strengthens the institution’s resilience against unethical practices, ensuring that resources are safeguarded, and that the university operates with integrity and accountability.
The university is committed to preventing and detecting fraud and corruption across all its operations. Recognising these as global issues with significant consequences ranging from financial losses and reputational damage to legal and regulatory sanctions, the university adopts a zero-tolerance approach to such activities. This commitment is operationalised through proactive measures to prevent, detect, and respond to potential or actual fraudulent and corrupt activities. The university acknowledges that fraud and corruption are often driven by pressure, opportunity, and rationalisation, as outlined in the fraud triangle model.
Insurance Unit
The Insurance unit plays a critical role in managing the institution’s risk exposure by ensuring adequate coverage of its assets and operational activities. The unit provides oversight and coordination in the selection, maintenance, and optimisation of insurance policies that protect the university against potential financial losses. CUT recognises that insurance is a vital component of its risk management framework, aimed at safeguarding institutional resources, facilities, and operations. The Insurance unit is responsible for assessing the university's risk profile, identifying potential areas of exposure, and negotiating and managing appropriate insurance coverage in line with institutional priorities and budget constraints.
The unit also manages claims processes including those related to vehicle accidents/incidents, stolen assets as well as incidents during riots, work integrated learning (WIL) and official travel. The function fosters collaboration across CUT, providing risk awareness and education to enhance the university’s overall risk resilience. By fulfilling its mandate, the Insurance unit helps safeguard the university’s assets, minimise financial losses, and support the continuity of its operations, ultimately contributing to CUT’s long-term sustainability.
Strategic Projects Unit
The Strategic Projects unit plays a vital role in monitoring and overseeing the execution of key strategic projects across the institution. This function is crucial for ensuring that projects are aligned with the university’s strategic objectives and are delivered effectively, on time, and within budget. CUT recognises the importance of strategic projects in driving long-term growth and institutional excellence. The function acts as a central point for overseeing the progress of these projects, providing independent insights, risk assessments, and performance evaluations. It works to ensure that project governance aligns with institutional priorities, mitigates potential risks, and maintains transparency in project execution. The Strategic Projects Unit works to facilitates adherence to good project management standards and best practice. The unit is also in charge of institutional effectiveness and efficiency, which includes a well-structured approach to continuous improvement, risk and change management, proactive performance monitoring and reporting, and effective strategic budget and resource allocation. These contributes to the university's growth and excellence.
Health, Safety and Environmental Sustainability Unit
The HSES unit aims to develop policies, procedures, guidelines, and processes while providing expert advice to promote health, safety and environmental accountability and responsibility across the University. The unit collaborates with various stakeholders across the institution to ensure a consistent and coordinated approach.
Committed to fostering a safe and compliant environment, the unit supports the development, implementation, and upkeep of sound practices and procedures that protect employees, students, and all university stakeholders. Additionally, it ensures adherence to all relevant health, safety, and environmental (HSE) legislation, regulations, and standards to mitigate risks of injury, illness, or environmental harm arising from university operations.
Combined Assurance
The section coordinates combined assurance at the university, which is based on the five lines of assurance approach. The combined assurance model is designed and implemented to effectively address the organisation’s significant risks and material matters through incorporation of the relevant assurance functions and services. This serves to enable an effective control environment; support the integrity of information used for decision-making and support the integrity of the organisation’s stakeholder reports.
