Contract staff absorbed into permanent structure at CUT

CUT has permanently appointed 31 employees who were previously either contract employees from labour brokers, or temporary contract employees at CUT, with effect from 1 March 2016. These permanent appointments were the result of constructive engagement between student leaders, unions and Management, dating as far back as 2012. Furthermore, a Task Team, comprising student leaders, unions and University officials, was established to conduct a comprehensive analysis on outsourced activities and functions, in order to determine a sustainable and workable model for CUT in this regard. “The analysis will take some time, as the matter is complex, and we want to ensure that we make sustainable decisions for CUT in the long term. We are hoping that further clarity on this analysis and proposed action will be forthcoming by April this year”, said Prof. Mojalefa Ralekhetho, who is currently overseeing the Human Resources function at CUT. This outcome illustrates Management’s willingness to be engaged, to listen and to take action. A number of meetings with the unions and the student leadership, both recently and over a long period of time, took place to find a lasting solution to the current debates regarding outsourcing.
Since 2012, a number of temporary positions were transformed into permanent positions, some of which are indicated below:
four maintenance positions during reorganisation in 2012;
six Senior Administrative Assistant (SAA) positions during the implementation of the new facility structures in 2012;
approximately ten positions at different levels during the reorganisation of the Finance Department in 2012;
nine security positions in 2015;
five positions became vacant in cleaning services (which is outsourced at this stage) as a result of the retirement of employees. For now, these positions will be filled by temporary contract employees from CUT, until the analysis of the total impact of insourcing at CUT has been completed; and
the permanent appointment of another six temporary employees will be finalised as soon as the reorganisation of the Finance Department has been completed.
