The book fair, which is the brainchild of three universities, namely the Central University of Technology, the University of the Free State and the Sol Plaatje University, draws expertise from one another. The three institutions' Library and Information Services have signed a Memorandum of Understanding that serves as a formal agreement to cooperate with one another in strengthening the delivery of their services. One of the agreements centres around the joint delivery of reading and writing events, with the establishment of the annual Book Fair, believed to have the ability to improve literacy in all the campuses and the surrounding communities.
