The Registrar is responsible for
providing a central basis for management
information, institutional quality improvement
measure, legal counsel and records of the
institution, with the emphasis on assisting
with the project management and daily
administration of the Vice-Chancellor’s
office, and operating as Secretary to Council.
The following units/departments reports
to the Registrar: Legal Counsel, the
Secretariat, the Unit for Quality Improvement,
the Information Management Unit and the Project
Management Unit. Thus, a thorough knowledge of
corporate governance, institutional policies
and procedures, the committee system of the
institution, the functioning of the Secretariat
and committees, organisation and committee
structures, institutional decision-making
processes, reporting processes and requirements
and quality management and organisational
effectiveness is required.
The Registrar also assists the
Principal/Vice-Chancellor’s office in the
planning, construction, motivation and
maintenance of all institutional projects.
He/she monitors the implementation of the
Principal/Vice-Chancellor’s vision and
strategic initiatives, and manages the
effective and efficient administration of the
Office of the Principal/Vice-Chancellor. He/she
monitors the execution of operational work
plans of sectional heads and staff reporting to
the Principal/Vice-Chancellor, as well as the
progress of work done by task teams, and
provides the Principal/Vice-Chancellor with
regular feedback on the performance of the
applicable responsible staff. This requires of
him/her to regularly meet with first-line
managers and other role players to discuss
progress in the finalisation of projects and
other instructions initiated by or on behalf of
the Principal/Vice-Chancellor, and to solve
problems on a constructive basis. Thus, a
thorough knowledge of project and records
management, and excellent communication,
liaison, meeting and report-writing skills is
required, as well as managerial and/or
professional excellence in development
enhancement and service delivery at the
institution.
As Secretary to Council, he/she also
guides the Chairperson of Council and the
Council on their responsibilities and duties,
and how these should be properly discharged in
the interest of the institution.
